Community vote : elect new members to the development group

We have two persons that will make some reviews into our project. Considering a lot of our dev are not active anymore I would like to add them to the dev group so they can approve merge requests. Considering the delay of a community vote and our need for developers I'm opening this now.

I've ask a friend to do reviews of my mrs. He his a experimented django and vue dev. Sadly he only has time to do reviews. It's an old friend of mine so I'm sure we can trust him. Jon (@yala) is a django developer experimented with docker that proposed his help. He came to know of Funkwhale through our main financial contributor (Nlnet). We asked them about our need of devs.

Hi People! I have extensive knowledge about containers with Docker and Compose since 2014 and intermediate knowledge about testing and building artifacts in CI.

I'm also able to read and test Python code and have experience with many Django applications, in so that I would be able to review contributions as needed.
